The Ministry of Municipalities and Housing clarified the mechanism for granting the financial incentive reward to those who contribute to uncovering violations of the municipal penalties regulations, within an integrated regulatory framework aimed at empowering the municipal sector, enhancing community oversight, and improving the urban landscape in Saudi cities.

The ministry explained that this step comes as an extension of its efforts to involve members of the community in monitoring municipal violations, especially visual pollution elements, through the Certified Monitor initiative, which is one of the innovative monitoring tools based on digital technologies, which contributes to raising the quality of life and improving the urban environment. It explained that the decision is based on qualifying and training members of the community to obtain the status of “Certified Monitor,” by registering through the “Baladi” platform and after passing an accredited training course and in accordance with specific controls.

She stressed that reports are subject to precise standards that ensure the accuracy of the information received on violations, including that they be documented with clear pictures, accurate geographical locations and complete information in order to be officially approved, noting that financial rewards will be disbursed to informants according to the seriousness of the violation, the difficulty of detecting it and the effort made, as the reward can reach 25% of the total value of the observed violation, within a precise governance system that ensures transparency and prevents the repetition or duplication of reports.

The ministry added that the “Certified Monitor” is an extension of the community monitoring model adopted by the ministry, with the aim of promoting community participation and establishing a culture of compliance and shared responsibility in protecting the urban landscape and public safety from random practices and municipal violations, noting that the decision came to enable the community to contribute effectively to protecting the urban environment, and to support the ministry’s objectives towards more organized and attractive cities, and a more efficient and inclusive municipal sector.

It is worth mentioning that the Cabinet approved granting financial incentive rewards to those who contribute to uncovering violations of the municipal penalties regulations, in accordance with a number of controls and standards regulating this, in order to enhance the efficiency of municipal work and consolidate the principle of community partnership in monitoring and improving the quality of services.
