The Ministry of Municipalities and Housing adopts the executive rules for the regulations on penalties for municipal violations.

The Ministry of Municipalities and Housing has adopted the new update to the executive rules of the municipal penalties regulations, to form a unified regulatory framework for the application of municipal penalties, and to control the mechanisms of monitoring, assessment and fines, in a way that contributes to raising the efficiency of compliance in various cities of the Kingdom.

The ministry confirmed that the updated rules classify violations as serious and non-serious, and specify appropriate penalties for each, including financial fines, temporary closure, and license cancellation, with an automatic escalation of penalties upon repetition.

She explained that fines may reach two million riyals in some serious violations, and one million riyals in other violations, as they are calculated based on the type of violation, the classification of the secretariat or municipality, and the size of the establishment. Those who commit non-serious violations are given a grace period to rectify the situation before the penalty is imposed. She indicated that the updated rules stipulate that monitoring and recording violations is done through electronic monitoring methods via the “Mumtali” and “Efaa” platforms to ensure speed of procedure, accuracy of documentation, and transparency of processing.

She also pointed out that the rules organized for the municipalities a mechanism for impounding vehicles or tools left in public places and selling them at public auction, in addition to enabling them to take measures to disconnect the electricity service from sites that do not respond to correcting serious violations in accordance with the rules regulating this.

The adoption of the executive rules comes within the efforts of the Ministry of Municipalities and Housing to develop the regulatory system in the municipal sector, improve compliance efficiency, enhance quality of life, and protect public facilities, in line with the objectives of Saudi Vision 2030.
