An electronic service available on the Balady platform, provided to utility entities across the Kingdom, such as telecommunications, electricity, and water companies. It allows their representatives within project coordination offices to apply for an excavation permit within city limits to coordinate with other entities before excavation and to provide public utility services without the need to visit the authority.
 

Procedures
From the services menu, select “Request for issuance of a New Excavation Permit”.
The applicant’s information will be displayed.
Enter the project details.
Attach the excavation route file
Enter the work plan details.
Enter the details of each route individually.
Enter the work team information (Supervisor / Consultant / Contractor).
Upload the required attachments.
Confirm agreement to the terms and conditions.
Click “Submit Request”.
The request will be sent to the coordination authorities and will appear in the “My Requests” list.
Search using the request number to check the request status.
After payment, the request status will update to: “Permit Issued”.
To print the permit, search using the permit number in the “Excavation Permits” list

Service Terms
1. The utility entity must register its representatives within the Infrastructure Project Coordination Office (users are defined and permissions assigned electronically).

2. The utility entity must register its work team in each coordination office at each municipality (including certified contractors, consultants, and supervisors).

3. The following conditions apply to work team members (contractors/consultants/supervisors) before they are registered in an excavation permit request:

● The commercial records of both the main contractor and subcontractors must be valid and active throughout the excavation period until the issuance of the clearance certificate.

● The main contractor and subcontractors must have a valid City Service Provider Classification Certificate throughout the excavation duration. Contractors can apply for a City Service Provider Classification Certificate via the provided link.

● The main contractor and subcontractors must be pre-qualified within the relevant municipality’s jurisdiction.

● The commercial records of both the primary consultant and sub-consultants must be valid and active throughout the excavation period.

● The primary consultant and sub-consultants must hold a valid City Service Provider Classification Certificate throughout the excavation duration. Consultants can apply for a City Service Provider Classification Certificate via the provided link.

4. The utility entity must sign the Service Level Agreement with the Ministry of Municipalities and Housing.

5. The utility entity must prepare geographic maps (Shape Files) for the excavation paths requiring a permit.

6. The utility entity must prepare an on-site security and safety plan, ensuring compliance with safety requirements in the Traffic Control Measures Guide.

7. If road closure is necessary, the utility entity must prepare a traffic control plan, ensuring compliance with the Traffic Control Guide issued by the Ministry of Municipalities and Housing.

8. In some cases, the utility entity must conduct a preliminary analysis of the expected road impact.

9. The excavation permit request must be submitted well in advance to allow notification to all relevant authorities and coordination among them.

10. The requesting utility entity must review and verify the application data before submission.
