"White Land and Vacant Properties": 20 days until the end of the registration period... and fines will be applied to those who do not register

The White Land and Vacant Properties Program confirmed that only 20 days remain until the end of the regular registration period for lands located within the urban area of Riyadh, which ends on October 30, 2025, explaining that the system will begin, upon the expiry of the deadline, to monitor those who fail to register and submit the required documents automatically, in preparation for imposing the fines resulting from these violations in accordance with the provisions of the system and its executive regulations.

The program indicated that it has completed the monitoring of all vacant lands within the urban area of Riyadh, and linked them electronically to deeds, licenses and municipal services, within an integrated digital system that relies on artificial intelligence technologies and big data analysis, which enabled it to identify the locations of vacant lands and buildings with an accuracy exceeding 85%.

He pointed out that all lands located within the geographical scope subject to the system are covered by its provisions, stressing that starting development or construction work does not exempt one from registration unless the completion of construction is proven in accordance with the regulatory requirements.

The White Land and Vacant Properties Program stressed that fines will be applied after the deadline for unregistered lands, and that failure to register is a violation of the system, as the fine may reach 100% of the value of the basic fee, noting that the owner is the first person legally responsible for paying the fees or fines.

The program called on all owners and developers to expedite the completion of registration through the program’s electronic platform, and to take advantage of the digital services and the “Itmam” center to accelerate development procedures, noting that the smart monitoring system is working to follow up on compliance in real time, and that regulatory procedures will be applied to those who are not registered as soon as the deadline expires.

Landowners and developers can view the geographic zones and interactive maps to determine which zone their land falls under, and register via the program's website by visiting the link https://idlelands.momah.gov.sa/ar .

It is worth mentioning that these measures come in implementation of the directives of His Royal Highness the Crown Prince, Prime Minister - may God protect him - aimed at achieving balance in the real estate market, enhancing transparency, and raising the efficiency of land use within urban areas, in order to contribute to increasing the housing supply and supporting housing projects, within the efforts of the Ministry of Municipalities and Housing and the White Land and Vacant Properties Program in developing the real estate system and improving its efficiency and sustainability.
