The Ministry of Municipalities and Housing has announced an update of municipal requirements for women’s beauty salons and relaxation and body care centers, as part of its ongoing efforts to regulate and develop the sector and improve its quality in line with the highest international standards, ultimately enhancing the quality of services provided to beneficiaries and improving the commercial business environment.

In a press statement issued today, the Ministry clarified that the new updates aim to raise the level of services provided in the women’s beauty and body care sectors, and to improve compliance among workers in the sector by enhancing health and safety standards and ensuring reliable and safe service delivery.

The new requirements for women’s beauty salons include several conditions related to the issuance, cancellation, renewal, and amendment of licenses in accordance with the Law of Municipal Licensing Procedures and its Implementing Regulations. These include obtaining approval from Civil Defense and presenting a valid commercial registration that includes the activity to be licensed.

General requirements cover spatial and technical criteria related to the size and façade of the salon. Key conditions include:

The façade must be made of frosted or clear glass.

The reception area must be separated from the rest of the facility by a visual barrier (wall).

A sign stating "No entry for men" must be posted.

The operational requirements for women’s beauty salons also include the prohibition of home services (services outside the salon) unless a specific license is obtained through the Balady platform. In addition, new standards were introduced regarding spacing between chairs, tool sterilization, and the use of single-use tools.

The updated requirements for relaxation and body care centers include the licensing procedure through Balady platform, along with several operational requirements, most notably:

The prohibition of using unidentified products or products containing medicinal substances.

Sterilization of tools after each use.

Prohibition of offering home services unless a dedicated license is obtained.

The requirements also emphasize the need to provide a master key to open all doors in the facility, which must be held by the center manager. Additional conditions include façade and appearance standards, spatial and construction requirements, and others.
