The Ministry of Municipalities and Housing issued more than 574,000 municipal licenses during the year 2025

The Ministry of Municipalities and Housing announced the issuance of more than 574,000 municipal licenses during the year 2025, within the approved municipal licensing system, as part of its ongoing efforts to regulate urban activities, raise the efficiency of procedures, and facilitate the journey of beneficiaries and clients.

The ministry explained that the licenses issued included more than 202,000 commercial licenses, 66,000 occupancy certificates, and 78,000 building permits, in accordance with the approved requirements, and in a way that contributes to supporting economic activities, regulating construction work, and improving the quality of buildings in cities.

The ministry indicated that municipal licenses also included the issuance of 8,400 restoration licenses, 4,700 demolition licenses, in addition to 4,700 land fencing licenses, within the approved regulatory procedures, which contributes to organizing the urban environment, improving the urban landscape, and ensuring the safety of buildings and facilities.

The ministry reported that the municipal licensing system also included the issuance of approximately 199,000 excavation permits, in addition to approximately 7,000 permits for adding and modifying building permit components, which supports the flexibility of modernization and development in existing projects, and enhances the efficiency of land and building use.

Regarding the efficiency of procedures, the Ministry explained that the municipal licensing system continued to develop its procedures through digital channels and approved pathways, with the average time for issuing municipal licenses reaching about 24 hours during 2025, which contributes to accelerating completion and raising the level of beneficiary satisfaction.

The ministry also noted that it had achieved 100% of the target for the first phase of the building compliance certificate, within the framework of applying municipal requirements and enhancing adherence to approved standards, which reflects on improving the quality of buildings, raising the level of safety, and regulating land uses.

The Ministry of Municipalities and Housing confirmed that these indicators fall within its regulatory tasks for the municipal sector, developing licensing and control procedures, and updating relevant guidelines and requirements, in order to enhance the efficiency of municipal work and improve the urban environment.
