The Ministry of Municipality and Housing launches the second and third phases of the initiative to fence off vacant land.

The Ministry of Municipal and Rural Affairs and Housing announced the launch of the second and third phases of the initiative to fence vacant lands, through which landowners whose lands are located within the targeted areas will be obligated to fence them by 1/3/2023 for the second phase, with the third phase to be implemented by 1/10/2023.

The second phase includes the regions of (Asir, Qassim, Al-Ahsa), and other new axes have been added in (Makkah, Madinah, Dammam and Khobar metropolitan area and Jeddah Governorate). The third phase includes the regions of (Tabuk, Hail, Northern Borders, Al-Jawf, Najran, Al-Baha, Jazan, and the governorates of Hafr Al-Batin and Taif). The Riyadh Region Municipality began on October 1st to obligate landowners located within the targeted areas in the city of Riyadh to fence their lands.

The initiative to fence off vacant land on main and arterial roads in cities comes within the framework of the Ministry’s initiatives and strategic goals to contribute effectively to the development process of the Kingdom’s cities and humanizing them, through addressing visual distortion, improving the urban landscape on roads, preserving the rights of pedestrians, and providing quality of life in Saudi cities.

The initiative aims to regulate vacant land located in commercial streets to improve the urban landscape and unify its appearance with the surrounding buildings, reduce the accumulation of waste within those lands, protect them from encroachments, clarify the boundaries of land ownership, and contribute to addressing visual distortion, in addition to providing protection for owners from encroachments and misuse of land.

It is worth mentioning that the Ministry of Municipal and Rural Affairs and Housing launched the first phase of the initiative to fence off vacant lands at the beginning of July 2022 in (Riyadh, Dammam and Khobar metropolitan area, Makkah region, Jeddah governorate, and Madinah region), where fines were imposed on landowners who did not comply with fencing their lands.
