The Ministry of Municipalities and Housing explained that the Developers Services Center “Itmam” provides 38 integrated digital services within interconnected development paths, aimed at supporting and organizing the real estate development journey, facilitating procedures, and linking beneficiaries with relevant authorities through a unified and clear path.

The ministry explained that the center’s services serve a number of real estate development areas, including land development within urban areas subject to fees, in addition to supporting other real estate development projects, by providing technical and procedural support, unifying requirements, and integrating conditions in coordination with relevant authorities.

She stated that the center acts as an enabling arm, facilitating access for beneficiaries to obtain the necessary licenses and accreditations through integrated digital and technical pathways, which contributes to the clarity of procedures and accelerates the development journey.

The ministry indicated that the work mechanism in “Itmam” is based on assigning a relationship manager to each real estate developer, who is responsible for following up on requests, coordinating with relevant parties, and ensuring that procedures proceed according to the approved frameworks, in order to enhance the efficiency of achievement and institutional work.

She added that the “Itmam” digital platform enables beneficiaries to view the requirements at each stage, and to follow up on their requests until the procedures are completed, until the beneficiary receives the required service, which contributes to reducing the overall transaction time and lowering the administrative costs resulting from waiting periods.

Regarding the investment environment, the ministry explained that the services of the “Itmam” center contributed to enhancing the reliability of the investment path for development projects, increasing the attractiveness of the real estate sector, and encouraging owners and developers to accelerate the implementation of their projects in accordance with the approved regulatory frameworks.

The Ministry of Municipalities and Housing confirmed that these efforts are part of the objectives of Saudi Vision 2030, through raising the efficiency of procedures, improving the business environment, and promoting sustainable urban development in cities.
