Al-Haqil at the Hajj 2025 Conference: The municipal system is moving towards smart operation and digital management to serve the pilgrims.

His Excellency the Minister of Municipalities and Housing, Mr. Majid bin Abdullah Al-Hogail, affirmed that the municipalities and housing system is witnessing a qualitative transformation through which it has moved from the planning stage to the implementation stage, and from traditional work to smart operation and integrated digital management in the holy sites, in line with the aspirations of the wise leadership in serving the guests of God.

During his participation in the Hajj 2025 Conference and Exhibition, His Excellency explained that this transformation embodies the Ministry’s vision to develop the municipal work system and enhance the efficiency of field operations, noting that the management of municipal services in Makkah and the Holy Sites has become a model of integration between government agencies, embodying the spirit of the national vision in providing integrated civilized services to the guests of God.

His Excellency explained that municipal work is no longer limited to the holy sites only, but includes the cities associated with the pilgrim’s journey, clarifying that the urban development taking place in Makkah and Madinah aims to enrich the visitor’s experience and bring to life the historical dimension of the Two Holy Mosques within an integrated civilized environment.

His Excellency pointed out that the municipalities and housing system provides six basic services, including: (safe access, public health, hygiene, food control, licenses, and honoring the dead), all of which are managed by advanced digital systems. He noted that the system has operated more than 60 municipal centers equipped with modern technologies and smart control rooms that enable real-time monitoring and proactive handling of challenges.

He added that the Hajj season of 1446 AH witnessed a qualitative leap in food control in partnership with the Food and Drug Authority, through the implementation of 110,000 inspection tours of central kitchens and points of sale, without recording any cases of food poisoning, which is an unprecedented achievement in the history of Hajj seasons.

His Excellency stated that the waste management department has undergone a major operational transformation, handling more than 420,000 cubic meters of waste and more than 18,000 tons of slaughterhouse waste, using more than 3,000 smart pieces of equipment linked to real-time tracking systems to ensure operational efficiency and sustainability of cleanliness.

He also pointed to the implementation of rainwater drainage projects with a length of 160,000 linear meters in cooperation with the concerned authorities, with the aim of protecting lives and property, and applying spatial planning systems that take into account the topographical nature of Mecca and the holy sites.

His Excellency explained that the Hajj season of 1447 AH will witness a new shift in technological integration through the operation of unified control rooms covering all facilities in Makkah and the holy sites, and the activation of artificial intelligence systems to analyze data, predict risks, and raise operational efficiency.

His Excellency the Minister of Municipalities and Housing concluded his speech by emphasizing that the Kingdom is proceeding with building a global model in managing the largest human gathering on earth, reflecting the wise leadership’s commitment to serving the guests of God, and its keenness to harness all capabilities to ensure a safe and easy Hajj experience that consolidates the Kingdom’s position and leadership in managing the largest human gathering on earth.
