This service allows their representatives within project coordination offices to apply for an emergency excavation permit to repair unexpected failures, such as land subsidence, electrical or telephone cable disruptions, water, sewage, or gas pipeline breaks, without the need to visit the authority.

Procedures
1. The service entity’s representative submits an emergency excavation notification after logging into Balady, verifying the accuracy of all data, reviewing the service requirements, and agreeing to the terms.
2. Preliminary approval is issued to commence the excavation.
3. The coordination office inspects the emergency excavation site to verify the emergency case.
4. The service entity must submit a formal emergency excavation permit request within 24 hours of sending the notification.
5. The project coordination office reviews the request within a maximum of 24 hours and engages relevant entities if needed.
6. Once approved, the permit fee invoice is generated automatically, and the applicant is notified to complete the payment within the given deadline.
7. Upon payment, the Emergency Excavation Permit is issued, and the applicant is notified with the option to print the permit.

Service Terms
1. The service entity must register its representatives within the Infrastructure Project Coordination Office (electronically linking users and permissions).

2. The service entity must define its project team within each coordination office in every municipality (including classified contractors, consultants, and supervisors).

3. The following conditions apply to the project team (Contractors/Consultants/Supervisors) before they can be registered in an excavation permit request:

● The commercial licenses of both the primary contractor and subcontractors must be valid throughout the excavation period and until the final clearance certificate is issued.

● Both the primary contractor and subcontractors must have a valid City Service Provider Classification Certificate (can be applied for via the designated link).

● Contractors and subcontractors must be pre-approved by the relevant municipality where the excavation will take place.

● The commercial licenses of both the primary consultant and secondary consultants must be valid throughout the excavation period.

● Consultants must hold a valid City Service Provider Classification Certificate (can be applied for via the designated link).

4. The service entity must sign the Service Level Agreement (SLA) with the Ministry of Municipal and Rural Affairs and Housing.

5. The service entity must prepare digital geographic plans (Shape File) for the excavation path.

6. The service entity must submit a site safety plan, ensuring compliance with the traffic control manual and safety requirements.

7. If road closure is required, a traffic management plan must be submitted in accordance with the Ministry of Municipal and Rural Affairs and Housing’s regulations.

8. The emergency condition must be well described in the notification, accompanied by necessary photos as evidence.

9. The service entity must review and verify the accuracy of the request before submission.
