The Ministry of Municipal and Rural Affairs and Housing called on owners of vacant land to expedite the issuance of fencing permits through the "Baladi" platform, in accordance with the models, standards and controls approved by the Ministry, before monitoring the owners' compliance begins in early July 2022.

The initiative aims to regulate vacant land located in commercial streets, unify its appearance with the surrounding buildings, reduce the accumulation of waste within those lands, protect them from encroachments, and clarify the boundaries of land ownership.

The initiative to fence off vacant land stems from the Ministry’s interest in addressing visual pollution and improving the urban landscape on the roads and streets of Saudi cities and their main traffic arteries, as part of a system of initiatives to contribute effectively to the development process of cities, humanizing them, preserving the rights of pedestrians, and raising the quality of life.

The Ministry of Municipal and Rural Affairs and Housing had previously launched an awareness campaign targeting owners of vacant (commercial) lands located on the main axes with high traffic density in major cities, with the aim of raising the level of awareness and responsibility regarding the activation of the decision to fence vacant lands, which would contribute to improving the urban landscape and addressing visual distortion, in addition to providing protection for owners from encroachments and misuse of lands, and raising the level of humanizing cities through planting trees around the fences.

The campaign came in two phases, with the first phase including the announcement of the targeted areas and the launch of the fencing guide, which included a number of requirements and models for fencing vacant land.

The second phase, which involves monitoring and implementing the regulations and observing the compliance of owners, will begin on July 1, 2022, as fencing vacant lands will be mandatory in some regions of the Kingdom. The first phase of implementing the decision to fence vacant lands includes a number of lands in the city of Riyadh, the Dammam and Khobar metropolitan area, the Makkah region, Jeddah Governorate, and the Madinah region.
