The Ministry of Municipalities and Housing, represented by the Human Capability Development Agency, the Ministry of Human Resources and Social Development, and the Saudi Council of Engineers signed a tripartite memorandum of understanding aimed at enhancing cooperation among the three entities in developing modern work models in engineering professions, including freelance work, flexible work, and remote work, as part of their efforts to empower national talent and raise the efficiency of the engineering labor market in the Kingdom..
This memorandum comes within the framework of the integrated partnership between government agencies and professional bodies to develop a flexible and sustainable work environment, and to expand employment opportunities for male and female citizens in engineering and technical fields, in line with the national transformation, enhancing market efficiency and raising the productivity of national cadres..
The memorandum aims to build an integrated system for regulating and monitoring the practice of modern work patterns in professions under the supervision of the Saudi Council of Engineers, and to activate the technical link between freelance work platforms and municipal systems, in addition to developing legislation and policies that allow practitioners in the municipal and engineering sectors to benefit from operational flexibility in work without violating the approved professional regulations..
The memorandum also includes implementing media and awareness campaigns to promote a culture of freelance and flexible work among Saudi engineers and technicians, enabling government and private entities to benefit from local capabilities in implementing projects remotely, in addition to exchanging data and technical expertise among the three parties to enhance the quality of organization and supervision, and ensure compliance with professional regulations and requirements..
The participating parties affirmed that this memorandum represents a qualitative step towards developing work patterns in the engineering sector in line with global developments in modern work methods, and contributes to expanding economic empowerment opportunities for national cadres, improving the work environment in the engineering and municipal sectors, and promoting the shift towards an attractive and advanced labor market that keeps pace with the objectives of Saudi Vision 2030 in building a prosperous economy based on efficiency and knowledge.
